Asphalt Processing & Roofing Mfg (area sources) -  Subpart AAAAAAA

Applicability: e-CFR Subpart AAAAAAA [ecfr.gov]

Subpart AAAAAAA applies to new and existing asphalt processing and asphalt roofing manufacturers that are area sources of hazardous air pollutants (HAP). An asphalt roofing operation is engaged in the preparation of asphalt flux at stand-alone asphalt processing facilities, petroleum refineries, and asphalt roofing facilities. An asphalt processing facility includes one or more asphalt blowing stills. An asphalt roofing manufacturing operation is the collection of equipment used to manufacture asphalt roofing products through a series of process steps. The asphalt processing, coating, and saturation operations are covered under the rule.

HAP of concern is polycyclic organic matter in the form of polycyclic aromatic hydrocarbons (PAH).

Not subject to this rule: Hot mix asphalt plants used in paving roads or hardstands and operations where asphalt is used in fabrication of a built-up roof.

*An area source of HAP has the potential to emit <10 tons per year (tpy) of a single HAP or <25 tpy of a combination of HAPs.

Initial Notification
  • Existing source = 4/1/10
  • New source = 4/1/10 or 120 days after startup

Notice of Intent to Test
  • 60 days prior to test
Compliance Status Notification
  • Existing Source = 5/31/11
  • New Source = 5/30/10 or 180 days after compliance date
  • Performance test results = 60 days after test
Semi-annual Compliance Report
  • First report
    • Covers period beginning on compliance date up to June 30 or December 31, whichever is the first date following the end of the first calendar half after compliance date
    • Due July 31 or January 31, whichever follows the above period
  • Subsequent reports
    • January 1 – June 30 and due July 31
    • July 1 – December 31 and due January 31
