Looking for a responsible and highly motivated individual to supervise, develop and implement energy conservation programs for the Planning and Aid Division of the Nebraska Department of Environment and Energy (NDEE).  This position manages and supervises staff in federally funded programs and projects.  Oversight of the operations of the State Energy Program (DOE funds used to support the mission and goals of the Energy Office), and State Energy Program Special Projects (competitive awards – DOE, USDA, etc.), Dollar and Energy Saving Loan (DESL) program.  This position will be responsible for the SEP, energy planning activities, ongoing updates to the state energy plan, quarterly energy reports, and DESL and Energy planning functions of the Nebraska Department of Environment and Energy. 

  • Supervise Section Staff.  Duties include giving performance evaluations and performance management, assigning duties, approving leave, hiring new staff, etc.  Assigns and supervises daily activities to a staff of environmental engineers, program specialists, and statistical analyst and ensures assigned work is conducted in compliance with applicable state and federal laws and regulations.  Tracks project and loan approval progress and works on and promotes continuous process improvement.  Provides data on project progress to upper management.  Mentors and works to advance training and experience of SEP and DESL staff.  Discusses policies and procedures with team members.  Works to ensure adequate training programs are provided for team members.  Update and maintain development and training materials.
  • Promote the efficient, economic, and environmentally responsible use of energy.  This will be accomplished by: Administer SEP formula grant (on going activity each quarter). Prepare and submit SEP formula grant quarterly reports (on going activity each quarter). Administer SEP-Special Projects award(s) as appropriate (on going activity each quarter). Prepare and submit quarterly reports for SEP-Special Projects award(s) as appropriate (on going activity each quarter). Prepare and submit SEP formula grant annual application for the next fiscal year. Prepare and submit proposal(s) in response to SEP-Special Projects funding opportunity solicitation and/or other funding opportunity solicitations as appropriate. Secure state funding for required match. Research and apply for funding opportunities to support and expand SEP activities (on-going activity each quarter).
  • Attendance at NASEO, USDOE & other regional & national meetings & conferences. Participate in NASEO committee conference calls (on-going activity each quarter). Participate in educational and training webinars related to energy efficiency, renewable energy, clean power, emissions reductions, and related topics (on-going activity each quarter). 
  • Energy Education: Developing, printing, and posting information on the agency's website and social media outlets. Promoting national energy information services. Providing public forums for the discussion of energy issues affecting Nebraska and the surrounding states.
  • Reviewing and updating Nebraska's Energy Assurance/Emergency Plan and ESF 12 of the State Emergency Operations Plan while coordinating with the Nebraska Emergency Management Agency.
  • Administer Nebraska’s Revolving Dollar and Energy Saving Loan Program by increasing market acceptance of energy efficiency, renewable energy and waste minimization technologies, practices and products, as well as the use of alternative fuels in vehicles. Use innovative approaches to reach market segments and meet policy goals not typically addressed by market-based solutions. Provide adequate staff and delivery mechanism for the Dollar and Energy Saving Loan Program.
  • Provide technical assistance to the agency's clientele and participating financial institutions. Promoting residential and commercial energy efficiency by participating in public forums and industry conferences. Providing energy education materials that promote energy efficiency to contractors and other members of the construction industry.\
  • Promote the development of wind and solar resources across the State participating in public forums and other outreach activities. Participate in the planning and delivery of Nebraska's annual Wind and Solar Conference. Promote the Use of Alternative Fuels and the Expansion of the Alternative Fuels Infrastructure Across the State by promotional meetings on the environmental and economic benefits of using alternative fuels in the state increase public awareness of financial incentives offered for the conversion of vehicles to alternative fuels or the purchase of alternative fuel vehicles and the resulting environmental benefits.
  • Strengthen and expand State and local government energy assurance planning and resiliency efforts by developing (EAP) Technical Assistance workshops to assist local officials in the development of the local energy assurance plans.      
  • Oversee updating Nebraska's Energy Security Plan and develop and address those issues from the EAP Technical Assistance workshops that are relevant throughout the state in terms of severe weather or other catastrophic occurrence that impacts multiple jurisdictions.
  • Responsible for keeping informed of any modifications in federal guidelines for the programs. Responsible for informing management of key dates, deadlines, timetables, and other applicable information that will provide for optimum implementation of grant programs. Responsible for interpreting federal mandates as applied to grant programs and suggests future courses of action based on the mandates.

Master’s degree in Life sciences, physical sciences, natural sciences, environmental science, chemistry, geology, biology, agronomy, civil engineering, environmental engineering or a related field (Finance, Banking, Business Administration) plus 2 years experience or coursework in the related field preferred.

OR

Bachelor of Science degree in life sciences, physical sciences, natural sciences, environmental science, chemistry, geology, biology, agronomy, civil engineering, environmental engineering or a related field (Finance, Banking, Business Administration) plus 4 years of work experience or coursework in a related field.

Preferred:

Degree in Finance, Banking, Business Administration with banking emphasis plus 2 years of work experience or coursework in Energy conservation and efficiency, renewable energy, energy production and/or conservation of natural resources.   Management of grants and programs, finance, loan/mortgage, financial planning, banking experience.

Supervisory experience of professional staff including experience ensuring that environmental experience and knowledge of staff is applied consistent with standard environmental industry practice.  Assigns and prioritizes multiple staff projects to ensure workload deadlines are met.  Experience as a program coordinator, a team leader or technical expert on large, complex projects, or as mentor to other technical staff.

Other Requirements: Valid driver’s license or ability to provide independent transportation, ability to travel with occasional overnight stays, ability to maintain regular and reliable attendance.

Knowledge of:  Energy sources, production, distribution and uses; state and federal energy programs; program audit procedures necessary to ensure proper program implementation; state and federal government structure; energy conservation techniques. Grant and contract management, banking and financial industry, energy efficiency, renewable energy, energy production and/or conservation of natural resources. Data collection, analysis, organization and report preparation processes; energy issues and trends; state and federal regulations pertaining to energy conservation programs; energy conservation concepts; technical and engineering processes.

Ability to:  train, supervise and evaluate subordinate employees; ensure energy program compliance with state and federal regulations; coordinate energy program efforts with other Section Supervisors and other governmental entities; correctly interpret federal program guidelines; explain the purpose and methods of energy programs supervised.

Skill in: quantitative and analytical review as well as in planning and organizing; working independently; being accurate and detailed; making decisions; and working under pressure and meeting deadlines.
