Under general supervision, review grant applications and quarterly reports for eligibility.  Provide assistance to the public using the Department’s online grant application and reporting process.  Conduct on-site reviews of financial documentation and inspections of grant-funded equipment and maintain records during the equipment’s assigned expected service life.  Prepare correspondence and reports as requested.  Maintain electronic and paper files. 

·     Review and evaluate grant applications with applicable guidelines.  Provide follow-up and maintain electronic and/or paper files.

·     Review and evaluate quarterly reports with applicable guidelines.  Provide follow-up, maintain electronic and/or paper files, and recommend approval of reports.

·     Assist grant applicants and current grantees in using electronic application process and submittal of quarterly reports.  Follow up with technical problems; report to IT Section when additional assistance needed.

·     Represent the agency at meetings, seminars, conferences, and on boards or committees.

·     Conduct on-site reviews of financial documentation, grant inspections and complaint investigations.  Write follow up reports.

·     Assist in maintaining records on equipment inspections and expected service life assigned to grant-funded equipment.  Redistribute equipment to other users when no longer used by original grantee during the equipment’s expected service life.

·     Assist in assigning and monitoring grant and equipment inspections completed by NDEQ field staff.  Follow-up with problems discovered.

·     Write routine correspondence or technical reports for inspections, complaints, and enforcement requests.

·     Prepare reports as requested by the Director, Legislature, Environmental Quality Council, etc.

·      Write, edit, and revise protocols, guidance documents, application forms, reporting forms, and reports.

·      Assist with development of special environmental projects.

Bachelor of Science Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering or a related field consistent with the duties of the position, including soil science, chemistry, geology, hydrology, limnology, biology, statistics, technical writing, resource planning, and computer programming field.

AND one year of fulltime professional experience in a related field, consistent with the duties of the position.  

Other Requirements: Valid driver’s license or ability to provide independent transportation, ability to travel overnight approximately 5 - 10%, work outside in varying elements, regular and reliable attendance required.

Preferred:  Bachelor of Science degree in accounting, financial planning, or business administration.

Knowledge Of: professional accounting principles, theories and practices; budgeting techniques and methods; understand generally accepted accounting principles, record keeping methods, general environmental sciences; statistical and analytical methods; word processing, spreadsheet and database management computer software.

Skill In: : communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening to and understanding others; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations.  High degree of accounting accuracy needed.

Ability To: Learn and apply local, State and federal environmental laws, regulations and standards; learn, apply and uphold agency policies and procedures; establish and maintain effective working relationships with public and private officials and with the general public; read and interpret grant applications and related documents; organize, analyze and interpret data to draw conclusions and prepare reports and technical papers; use computers and other tools for data storage and analysis.
