This position manages the agencies financial activities and professional staff in the Fiscal Services Section.  These activities include Accounts Receivable, Accounts Payable, Payroll, Fixed Assets, Procurement, Sub-Recipient Monitoring, Grant Reconciliation, Financial Statement Compilation, and Budget Development and implementation.   Ensure all financial activities including bonding, audits, and financial statements are completed properly and timely.

Hiring rate of position:     *$29.487 Hourly – Minimum Permanent

                                         *$42.122 Hourly – Maximum                                          

*Hiring classification dependent upon selected applicant's qualifications and experience

 

  • Responsible for Management and Supervision of agency financial activities and professional staff. 
  • Activities include Accounts Receivable, Accounts Payable, Payroll, Fixed Assets, Procurement, Sub-Recipient Monitoring, Grant Reconciliation, Financial Statement Compilation, and Budget Development and implementation.  Confirms compliance with Federal and State Statutes and grant program requirements.
  • Responsible for ensuring all financial activities (bonding, audits, financial statements, etc related to two State Revolving Fund Programs) are completely properly and timely.
  • Responsible for development and implementation of agency accounting and budgeting processes and procedures through the Nebraska Information System (NIS) program.
  • Responsible for working with managers and staff to provide necessary information to ensure understanding and proper application of financial and grant requirements.
  • Responsible for financial activities related to budget development and implementation for approximately 7 budget programs, over 60 budget subprograms and over a $130 million budget.
  • Financial activities include cost tracking for cost recovery and reporting, fee collection for a number of fee based programs, and financial management of two multimillion dollar loan programs.
  • Responsible for agency coordination with State Accounting , Auditor of Public Accounts, State Budget Office, State Treasurer and Environmental Protection Agency Grants offices.

Bachelor's degree in accounting, finance, business or public administration or related field plus and 6 years experience in developing public budgets, modifying public budgets, cost accounting, cost analysis and providing financial management consultation, 2 years of which have been in a supervision capacity.  Experience may substitute for education on a year for year basis.

Other Requirements:  Valid driver's license or ability to provide independent transportation; minimal travel, occasional overnight travel; able to maintain regular and reliable attendance. 

Preferred: Supervisory, Management or Project Lead Experience with Strong management background; experience working with Local, state and federal governments; experience with Budget management and development; experience with process improvement.  Supervisory experience of professional staff including; ensuring that knowledge and communication with staff is applied consistently, assigning and prioritizing multiple staff projects, ensuring workload deadlines are met, training, evaluating job performance, gain and maintain the confidence of coworkers and maintaining effective working relationships.  2 years direct experience preferred. Communicate effectively in writing and orally to people with diverse backgrounds, interests, and viewpoints.

Knowledge of:  Accounting practices and procedures; project management procedures; principles and techniques of public relations; personnel management practices; research practices and techniques; public administration; the programs of the agency for which budgeting system is used; current trends and developments in governmental budgeting; the interrelationships among the various operations and groups served; service organizations and agency clientele.

Skills In:  Experience with complex accounting systems; experience with the Nebraska Information System (NIS); experience with WORD, EXCEL, and Outlook.

Ability To:  Apply the principles of budgeting, statistics, and fiscal management; manage funds and develop budget projections; participate in management decisions; organize and present facts and opinions orally and in writing to exchange information and ideas and to promote agency needs, plans, and objectives; analyze data and draw logical conclusions; interpret state and federal fiscal policies, procedures; guide and advise government officials and other staff in solving problems; develop objectives, performance goals and work priorities; explain accounting and financial activities and issues to non-financial staff; maintain confidentiality of sensitive information; positively interact with and gain cooperation of agency employees and the public; multitask and organize
