Under general supervision, perform project management and contractor oversight on site assessment work, conduct technical reviews of contaminant investigations and remedial actions related to various environmental cleanup programs, and conduct technical reviews of geologic/hydrogeologic characterizations and ground water monitoring plans associated with solid and hazardous waste permitting programs; performs related work as assigned.

Perform project management and contractor oversight on site assessment work conducted in the Superfund Pre Remedial and Brownfields assessment programs. Review site assessment reports to ensure reports are prepared in accordance with EPA and NDEQ guidance. Prepare task assignments, review work plans and cost estimates, conduct field oversight, and review invoices

- Perform detailed technical review of contaminant investigation and remedial action reports at sites regulated under the following programs: Superfund Remedial program, Resource Conservation and Recovery Act (RCRA) Subtitle C (hazardous waste) and D (solid waste) corrective action, Federal Facilities, the Nebraska Voluntary Cleanup Program (VCP), and NDEQ Title 118. Based on investigation results, inform ground water users about existing or potential contaminant impacts to soils and aquifers; and make recommendations concerning future remedial actions to supervisors

- Review geological /hydrogeological characterizations and ground water monitoring plans pertaining to permit applications for RCRA Subtitle C and D sites. Conduct ground water monitoring inspections and evaluations

- Write, edit and review standard operating procedures, checklists and guidance related to Section programs

- Educate, interact with, and respond to the regulated community, consultants, and public about program statutes, regulations, and written guidance procedures. Represent the Agency at meetings and in daily contacts with the public.

Bachelor of Science Degree in geology, the physical sciences, geography, environmental science, soil science, civil engineering, environmental engineering or a related field consistent with the duties of the position AND one year of full-time professional experience in a related field, consistent with the duties of the position. NOTE: Experience may be substituted for education on a year for year basis.

OTHER REQUIREMENTS: Completion of DHHS Water Well Monitoring Certification and OSHA 40 Hour Hazardous Waste Training required within 6 months of employment - Valid Driver’s License or ability to provide independent transportation - Overnight travel, approximately 10% - Participation in the agency’s Medical Monitoring Program - Ability to lift 20 pounds – Ability to climb 8 ft. ladders - Ability to Climb steep slopes and over fences – Ability to bend and stoop – Ability to work in outdoor weather extremes – Ability to walk on muddy, icy, uneven terrains –- Ability to work in industrial setting - Regular and reliable attendance.

Knowledge of: State of Nebraska geology and groundwater resources

- Federal and State environmental laws and regulations

- Chemistry, Risk Assessments, and Statistics.

Skill in: Communicating technical and regulatory issues orally and in writing

- Managing multiple projects and priorities

- Computer skills working with Outlook, MS Word, MS Excel, MS PowerPoint, MS Access, and ArcView.

Ability to: Apply environmental experience and knowledge consistent with standard environmental industry practice

- Maintain good working relationships with co-workers and the regulated community.
