This is supervisory, administrative environmental work in the area of Waste Management, which includes solid waste, hazardous waste, and agricultural waste.  Employees in this class supervise section personnel and professionals, develop procedures, methods and programs, and administer funds for various programs; performs related work as required.   

*Hourly Salary Range $28.071 – $42.107

*Salary dependent on selected applicant’s qualifications and experience.

 

  • Directs the activities of a section for the issuance of solid waste, hazardous waste, and scrap tire permits, and compliance assistance work to accomplish the goals and directives of the Nebraska Environmental Protection Act, the Integrated Solid Waste Management Act, and the Federal Resources Conservation and Recovery Act, and applicable rules and regulations.
  • Administers the Hazardous Waste Program component of the Department’s Performance Partnership Grant (PPG) with EPA and plans, develops, and implements the program workplan.
  • Recommends approval of solid and hazardous waste permits. Approves scrap tire hauler permits.
  • Responsible for developing policies and procedures applicable to permit review and approval, and compliance assistance activities.
  • Interprets federal and state laws/regulations to staff, facility owners/operators, government officials and private citizens to ensure compliance with applicable laws and regulations.
  • Responsible for the development, promulgation and publication of rules and regulations for solid and hazardous waste permit programs.
  • Responsible for the development of program approval and authorization requests to EPA for the solid and hazardous waste programs.
  • Review reports, correspondence, and guidance documents, developed by staff prior to publication or transmittal.
  • Manages the work of professional, and clerical staff. Duties include giving performance evaluations and dealing with personnel issues, assigning duties, approving leave, hiring new staff, etc
  • Assists in determining program and budget requirements, administering the State/EPA PPG, and managing the section’s property and equipment needs, approve payment of bills, assign workload and projects based on budget availability.  
  • Represents the agency and presents information at public meetings, inter-agency meetings, national workgroups, or other venues as needed. 
  • Participates in public relation activities including coordinating the response to and investigation of citizen complaints on permitted facilities.
  • Participate in and coordinate section activities related to natural disaster response activities
  • Follow current news as it relates to program areas of responsibility.  

Any equivalent combination of education, training and/or work experience that will enable an individual to possess the required knowledge, skills and abilities.  Master’s degree in life sciences, physical sciences, natural sciences, environmental science, chemistry, geology, biology, agronomy, civil engineering, environmental engineering or a related field plus 2 years’ experience or coursework in the related field preferred.

OR

Bachelor of Science degree in life sciences, physical sciences, natural sciences, environmental science, chemistry, geology, biology, agronomy, civil engineering, environmental engineering or a related field plus 4 years of work experience or coursework in a related field.

OTHER:  Valid driver’s license or the ability to provide independent transportation; Ability to travel overnight; Ability to lift 20 pounds; Ability to participate the agency’s Medical Monitoring program; Ability to climb, bend and stoop; Ability to work in outdoor temperature extremes; Ability to walk on uneven terrains; and Ability to maintain regular and reliable attendance.

PREFERRED:  Experience in supervising professional staff.  Experience in implementing solid and hazardous waste programs.  Experience in providing compliance assistance.

Knowledge of: Knowledge of Federal and State hazardous and solid waste laws; rules and regulations; budget management; and federal grant requirements.

Ability to: Ability to recognize significant technical and regulatory issues and provide general direction to staff to resolve issues. Communicate on all levels of knowledge relating to areas of responsibility; organize and coordinate staff workload to maximize effective utilization of personnel and resources; react to emergency situations to protect human health, welfare, and the environment; interpret environmental laws and programs for assisting citizens and the public.

Skill in: Administering program funding and budget activities, managing personnel and general management; conducting business and negotiating with persons of a different viewpoint to mediate an acceptable solution for all those concerned. Proficient use of computer software including Outlook, MS Word, MS Excel and MS PowerPoint.
