Under limited supervision manages compliance activities for Public Water Supplies. Providing direction and guidance to staff for complex Federal and State Safe Drinking Water Act implementation.

Hourly hiring rate of position:  *$25.897 – $38.847

*Salary dependent on selected applicant’s qualifications and experience.

·         Present safe drinking water act information at conferences, and public meetings.

·         Coordinate with other Water programs to analyze the impacts of an action by monitoring and compliance to other programs.

·         Actively participate in National and Local organizations as a representative of the State of Nebraska and stay abreast of new information on the Safe Drinking Water Act.

·         Work with EPA to ensure compliance with the work plan as a delegated State for the Safe Drinking Water Act.

·         Ensure the staff keep the compliance database current, complete, and accurate.

·         Respond to phone and other communications regarding policies, procedures and regulations pertinent to the programs.

·         Manage at least 2 professional staff

·         Manage a budget and federal grant.

·         Collect, analyze and compile information and/or data to create reports, charts and/or graphs and update records, design and maintain databases

·         Develop work plans and goals for staff and measure performance for evaluations.  Mentor and guide staff to meet objectives of the goals.

·         Serve as a backup to the Division Administrator I as necessary.

A general qualification guideline would include coursework/training in public administration, health sciences and experience in an agency organization with responsibility for planning, implementation, budgeting, monitoring, evaluating, and marketing a program or service.

Other: 

Valid driver’s license or the ability to provide independent transportation; travel required: Regular and reliable attendance

Preference:

Master’s/Bachelor of Science degree in the life science, physical sciences, environmental sciences, chemistry or engineering.  Experience or coursework in related areas of ecology, geology, statistics, planning, grant-writing, etc., as required by the area of work emphasis.  Demonstrated organizational and leadership experience, excellent communication and interpersonal skills, ability to work as part of a team, high integrity.  Experience with Microsoft Access, Excel, PowerPoint, Word and Onbase. 

Knowledge of:  State and Federal legislation and administrative regulations relating to the program administered; the organizational structure, functions, policies, procedures, goals and mission of the agency; the structure, functional relationships and administrative processes of the executive and legislative branches of State government; the scope and impact of the operations of assigned programs and their relationship to other programs within the Health Department.

Skill in: active listening; asking questions; understanding instructions; using word processing; creating spreadsheets, charts, graphs, and reports; managing time, schedules, and priorities; monitoring and assessing program performance; applying critical thinking techniques. Staff management, public speaking 

Ability to: analyze and determine alternative courses of action to meet agency goals; communicate in person, by telephone and written exchanges; summarize technical data and results of research into reports; understand and apply instructions and program administrative policies and directives; implement decisions made and take actions selected by others to achieve work goals; learn agency policies and procedures pertinent to the work assignment.
