Responsible for operations of the Dollar and Energy Savings Loan (DESL) program and planning functions of the Energy and Assistance Division (EAD) of the Nebraska Department of Environment and Energy. The position reports to the Associate Director of EAD.

 

Salary Range of position: *$23.110 – $34.664

*Salary dependent on selected applicant’s qualifications and experience.

Administration/Management – performs and coordinates operations of the DESL program. Initiates needed planning activities, including but not limited to the State Energy Plan and State Energy Assurance plan. Serves as a member of the EAD management team and participates in weekly planning meetings; conducts similar planning meetings with staff from the DESL program and those associated with planning activities. Serve as an Energy Support Function – 12 alternate under the auspices of the State Emergency Operations Plan. Plan, assign and direct work of staff supervised to ensure NDEE and EAD goals and objectives are met. Ensure consistent application of DESL program and EAD policies and procedures. Develop Standard Operating Procedures and other tools as needed to plan, manage, monitor, review and evaluate DESL program and planning efforts. Ensure effective use is made of DESL funds. Supervise audits of financial institutions participating in the DESL program. Supervise the inspection of DESL projects. Coordinate the development of financial and programmatic tools/databases related to the DESL program. Monitor expenditures and conduct reviews to ensure all funds are expended in an appropriate manner. Coordinate the preparation of budgets and workplans for the DESL program and planning projects.

Bachelor’s degree in business or public administration plus four years of experience in the implementation of state, federal or local energy programs or equivalent combination of training and experience.  NOTE:  Experience may be substituted for education on a year for year basis.

OTHER: Valid driver’s license or the ability to provide independent transportation; ability to occasionally travel overnight; ability to lift 30 pounds;  ability to climb a 10 foot ladder - ability to climb, bend and stoop  ability to work in outdoor weather extremes; ability to walk on uneven terrains an steep slopes; ability to maintain regular and reliable attendance.

PREFERRED: Strong preference for candidates with degrees in business, finance or economics. Preference for those with demonstrated knowledge of energy and particularly energy conservation. Preference for successful experience in leading teams and developing and implementing long-range operational plans. Prefer four years experience  in the implementation of programs dealing with the expenditure of public funds and two years experience in an energy related field.  Masters degree in financial related field. Five years experience in an energy and/ or finance related field.

Knowledge of: State and federal energy programs. Knowledge of state and federal governmental operations including regulations and statutes and policies and procedures. Knowledge of principles and practices of accounting, budgeting and financial analysis. Knowledge of personnel management including hiring, initiating disciplinary action and effective performance evaluations.

Skill in: Developing, implementing, revising and evaluating loan programs and strategic plans. Balancing priorities and working on several projects simultaneously. Enlisting the help and support of those outside the EAD on projects.

Ability to: Communicate effectively – both orally and in written form with a wide range of audiences. Make dynamic public presentations. Work independently in planning and organizing all facets of the job. Collaborate effectively with NDEE staff and stakeholders. Use various technological tools to effectively and efficiently accomplish tasks.
