The purpose of the Integrated Waste Program is to ensure proper management of solid waste. Non-hazardous solid waste is typically generated by and collected from households and businesses and disposed in municipal landfills. The regulations provide technical criteria for waste management facilities and land application of special wastes. Solid waste regulations are Title 132 – Integrated Solid Waste Management Regulations.
Regulating solid waste management facilities
This program regulates municipal solid waste disposal areas (landfills), construction and demolition waste disposal areas, fossil fuel combustion ash disposal areas, and industrial and delisted waste disposal area. All of the facility types listed above are known as disposal areas. Solid waste processing facilities, such as compost sites, material recovery facilities, and transfer stations, are also regulated by this program as well as land application sites for repeated disposal or treatment of special wastes.
Permitting solid waste management facilities

Financial assurance requirements
All permitted solid waste disposal areas are required to provide financial assurance for closure, and post-closure maintenance and monitoring. All privately owned permitted solid waste processing facilities are required to provide financial assurance for closure.
