Site Summary:

L&N Service is located just south of Interstate 80 at exit 291 in south central Nebraska. Exit 291 is the Shelton Exit and approximately four miles south of the village and is one-quarter mile north of the Platte River. In May of 1991 the Department was informed that one of the dispenser lines had failed a tightness test, and upon excavation of the line, a leak was discovered. The RP was requested to perform a Step 6 Initial Site Investigation, and the Step 6 was completed in November of 1992. The report indicated that the ground water had been impacted. Based on the Step 6 information, a Step 7 detailed site investigation was requested by the Department. In May of 1993 the site was added to the State's orphan tank list. In January of 2001 the site was reactivated using a State Contractor. The subsequent Tier 1 & 2 indicated that the contamination was still present and that there were several private wells in the area at risk. Also the Department learned of a possible residential development to be built across the street. The site failed the Tier 2 for all pathways primarily due to the former station being used as a part time residence. NDEQ is requiring an environmental cleanup be performed at the site.

Groundwater is at a depth of approximately five feet and the geology of the site is clay backfill over sand.

Site Specifications:


1. Free product was noted in MW-4 during the final Tier 2 sampling event. Ground water levels along the Platte River and much of the State are at record lows due to an extended drought. NDEQ will not issue a Free Product Scope of Work for this site but will expect that the Contractor will need to address the issue if he/she expects to reach and hold the SSTL’s. This well will not be used to calculate interim payment points, but it will be used for the final payment as it has a SSTL assigned to it.

2. MW-13’s COC’s sampling results have been inconsistent. This MW will not be used for a compliance point. MW-12 will be used for the compliance point for this area of the plume. The Contractor may use MW-13 for any purpose and if removed during construction/overexcavation it will not be necessary to replace it.

3. Overexcavation is approved for the entire site. This action is not required but becomes an option for the PFP contractor to consider. Please note, it will be difficult to permit a land farm application for soils in this area since the site is close to the Platte River and ground water is shallow. NDEQ’s Integrated Waste Section will make the final decision for any permit application.

4. Time to clean up will have increased importance in the award of this contract due to an adjacent landowner (East) who would like to start a housing development.

5. If you are interested in building demolition talk to Lee Lacey.

6. The entire asphalt parking lot must be removed and replaced, with asphalt at the end of the contract. During the cleanup there are no restrictions as to the removal or modification of the existing asphalt.

7. No appointment is necessary to visit the site.

8. The level of free product in MW-4 as of the August 20, 2002 sampling was 1 foot.

Site Questions and Answers:

Question: If the site is overexcavated, can a pile of clean soils stay at the site?
Answer: Yes. Remember the clean soil pile at some point during the cleanup will have to be removed or used at the site to return the site back to the original condition it was in, as per the Contract. In general I think it would be best if the soil pile were used for backfill so it would not become a eye sore to the property owner or the neighbors.

Question: For discharge waters will a NPDES permit be needed or will the village accept the water?
Answer: It has been my experience in this State that the local village will not take the water, contaminated or clean. A NPDES permit will likely be required from this Department. The application for the permit can be obtained from NDEQ. The contact person is Sharon Brunke, (402) 471-8830.

Question: Are air injection and vapor wells in Nebraska classified as wells that need to follow well construction standards?
Answer: Yes. They are classified as remediation wells and are regulated by Nebraska Health and Human Services under Title 178. I would also add that these wells will need to be registered with Department of Natural Resources. Their phone number is (402) 471-0576. There are fees for the registrations.
