Site Summary:

In January of 1989, three Underground Storage Tanks were removed at the site with holes in them. Ground water in the excavation had a sheen on the surface. The site was placed on the orphan tank list in March of 1991. In 1994 after other tanks were removed from the site, the Department, based on new evidence from the tank pull, named a new person as the RP. In late October of 2000 the new RP was declared insolvent causing the site to go back on to the orphan tank list. NDEQ then performed a Tier 1 and Tier 2 at the site and determined that the site should be continued into remediation as all drinking water in Lewellen is supplied by private wells. The village has no municipal drinking water.

Site Specifications:

1. The land owner does not need a call before the PFP Contractor visits the site.

2. Because overexcavation is approved at this site, the PFP Contractor has the option to buy the building from the owner and remove the building. The purchase price of the building will be $48,500.00. This price does not include the cost of removing the building.

3. There are no special concrete requirements at this site.

4. The station owner (Sunny) also owns the property to the south where the Oregon Trail Motel sits.

5. The drinking water well shown on the map inside the service station, and one not shown to the southwest, will be properly abandoned by the time the contract is awarded. They are being replaced by a single new well located in the NW corner of the property.

6. Several old monitor wells and recovery wells that were used long ago are being abandoned due to tree roots in the wells or other similar problems. A complete list of abandoned wells will be posted when it is available. No wells used in the table above, for COC concentrations, are being abandoned.

Update 11/14/02-The abandoned wells are ORC wells 1,2,3,4,5,6,7,10, monitor well 2 (MW-2) and recovery wells 1 and 2 (RW-1,2). The ORC and recovery wells are not shown on the above map but they are shown in the Tier 2 supplemental information documents.


7. NDEQ reserves the option to extend the bid submittal date for this site, if needed. NDEQ is abandoning the unnecessary monitor wells that were damaged or used for ORC. NDEQ is also replacing the drinking water wells for the station and the former motel. If NDEQ experiences delays in these activities, an extension might be necessary to complete the PFP preparatory site work.
