Site Summary:
NDEQ first became aware of this site in 1992 through a report of a surface release by the State Fire Marshal (SFM). Based on discussions with the SFM and area residents, this site has had a long history of releases, from UST's, AST's and poor housekeeping, dating back to before 1980. In 1992, the site was added to the orphan tank program and the investigation process was begun. This site is located about 40 miles south of O'Neill on Highway 281. This area is characterized as the transition zone between the sand hills region to the west and the glaciated loess plains to the east. Shallow groundwater, typically four feet or less occurs in this area and there are artesian wells at this site. |

Site Specifications:
1. The house across the highway is also owned by Jim Miller and is currently not occupied.
2. There is an area of concrete in front of the business that measures approximately 60 feet by 21 feet that will need to be replaced in its entirety at the end of the cleanup for final payment. The surrounding asphalt around the area of concrete will also need to be replaced or repaired as needed.
3. This site is not a candidate for overexcavation.
4. Department of Roads right-of-way will be a concern as the plume is remediated on both sides of the highway.
5. There is 220 volt single phase power at the site. 220 volt three phase power is about 1 mile away according to Jim Miller. If three phase is needed check with the local power company to confirm that and make arrangements.
6. There will be a soil SSTL for this cleanup. The soil SSTL will not be used for interim payments. It will only be used for the final payment. NDEQ will verify that the soil SSTL has been met during the monitoring period. The soil SSTL level will be 1.496 mg/kg for Benzene. This maximum level of contamination must be met over the extent of the plume.
