Site Summary:
NDEQ first became aware of this release when the Village of Morrill reported that they had encountered free floating product while augering a borehole on the corner of Adams and Webster St. Three potential sources were present at that time. It was subsequently determined that the release source was unknown, and the intersection area of Adams and Webster became a State lead site. |

Site Questions and Answers:
1. Be aware that this project will be funded wholly or partially with funds from the American Recovery and Reinvestment Act (ARRA). This means that additional terms and conditions will likely be added to the contract. An addendum to this announcement will be provided a minimum of one week prior to the bid submittal deadline with further explanation.
2. The contractor that wins the bid for this project may be required to obtain a registration from CCR (Central Contractor Registration), a government-wide registry for those doing business with the federal government. An addendum to this announcement will be provided a minimum of one week prior to the bid submittal deadline with further explanation.
3. The new owner of the U Save Convenience store is Tom Watson. He can be reached at (308) 247-2860. We also have several other property owners that may be affected by a SVE/AS system to address the entire plume. They are Bill Watson of Watson Manufacturing (308 247-1181), Sharron Brown Zimmer at Cowboy Country Realty (308 631-6077), and Lloyd Bairn at Village Foods (308 247-2701). You can identify the locations of these properties on the map included with the PFP listing. Tom and Bill Watson have agreed to a location for a SVE/AS trailer on their properties, so you will want to speak with them about the desired location. Sharron Brown Zimmer also has a preferred location for a trailer. Any additional remediation trailers that are needed should be discussed with the affected property owners. We have held discussions with all of the property owners, and they are generally aware of what is involved during the installation of a cleanup system like SVE/AS.
4. All of the property owners indicated that they would not agree to overexcavation of their property.
5. As Tom Watson relies on drive-in business for gasoline and diesel sales, the Department has made an access arrangement with Mr. Watson. If his pumps are blocked at all at the U Save Convenience store, or at any time during his normal business day for system installation, even for a half hour, the PFP Contractor will pay him $500.00 for that day. This way if the Contractor needs to do some trenching for a few hours, the Contractor can just pay him for that day and have the entire day to work on the property.
