Site Summary:

The Department became aware of this site in 1992 when J&M Auto Repair located at 101 West Av. B in Oshkosh, Nebraska, removed a pair of tanks. Substantial soil contamination was noted during the tank removal. The site was formerly a Mobil Oil station and is currently an operating business (car repair) under the name of Blake's Automotive. The site was started as a RP led site but was added to the orphan tank program in 1993. In 1999 the site was re-activated, and Terracon began the Tier investigation process. In 2000, while Terracon was performing the Tier 1, a third tank was identified and removed. After the orphan tank removal, the area around the tank and in front of the building was overexcavated to a depth of 12.5 feet. A total of 430 yards of contaminated soil was removed. Substantial soil contamination remains at the site in other areas. Dissolved BETX levels are relatively low and the site was headed to closure, until several wells started accumulating free product in them. This remediation will be free product cleanup only.

Site Specifications:

1. As this site is now a operating business and about a third of the free product plume is under the building, it is probably not a candidate for overexcavation.

2. The owner will be constructing a 30' X 40' building on the Southwest corner of the property next to Don's RV Center (lots 3 and 4, see map). This should not interfere with the PFP contractor's remedial efforts.

3.The owner also plans on concrete paving the South side of the building at some point in the future. The PFP contractor should consider the costs of wellhead raising activities in the future. This would include any monitor wells already installed by DEQ.

4. The front area of the building is concrete paved. Any removal of concrete will need to be replaced.

5. During your site visit, please let Blake know you are on the property if he is present.
