Site Summary:
Seven tanks were removed at the site in November of 1989, revealing several holes in some of the tanks. In 1991 a one well free product recovery system had been constructed and free product was being recovered with a pump and treat technology. The remedial system was expanded from one recovery well to seven recovery wells in July of 1994. The free product recovery system had recovered about 14,000 gallons of mostly diesel, when the site was shut down due to a shortage of reimbursement funds (Title 200). The site was activated again in August of 2002. After sampling, as much as five feet of free product was still observed in one monitor well. The recovery system was refurbished and put back into operation. Following dissolution of the Coop this site became State led in March of 2007. After years of remediation and with the site equipment becoming somewhat dated, the NDEQ decided to turn this site into a PFP remediation. To date, over 15,000 gallons of product have been removed. |

Units in mg/l, sampled on 11/13/08.
* Wells with free product have an assumed dissolved Benzene concentration that will be used for interim payments once the free product is removed. Based on sampling results at this site, the assumed level is 7 mg/l.
** The concentration over SSTLs is the figure used to calculate the 25, 50 and 75% reduction payment.
*** These monitor wells are at or below detection limits or calculated SSTLs. |

Site Specifications:
1. Some of the equipment is still present including the remediation shed. The PFP Contractor may use any of the existing equipment including all of the existing remedial wells. However, any equipment that the PFP Contractor uses, it will be responsible for, as far as removal from the site when the cleanup is finished. This includes the remedial shed if the owners of the property do not wish to keep it. If there is remedial equipment present before the start of the Contract that is not needed by the successful bidding PFP Contractor, NDEQ will remove it and transport it from the site. This will include the air stripping tower. NDEQ will remove the tower and repair the roof if requested to by the PFP Contractor. If the PFP Contractor does not need to use the former remediation building, then NDEQ will speak with the property owners and make a determination on the building and air stripping tower.
2. There is no need to contact the Coop for a site visit.
3. This site file is very large with over 21 files and reports. You may want to be specific about what you would like to have copied or visit NDEQ to see the entire file before requesting copies.
4. Be aware that this project will be funded wholly or partially with funds from the American Recovery and Reinvestment Act (ARRA). This means that additional terms and conditions will likely be added to the contract. An addendum to this announcement will be provided a minimum of one week prior to the bid submittal deadline with further explanation.
5. The contractor that wins the bid for this project may be required to obtain a registration from CCR (Central Contractor Registration), a government-wide registry for those doing business with the federal government. An addendum to this announcement will be provided a minimum of one week prior to the bid submittal deadline with further explanation. |
