Site Summary:

The North Jeffers Street area of North Platte has had numerous releases due to UST's. Some of the contamination plumes overlap, and NDEQ has spent several years detailing the existing plumes and identifying sources. NDEQ will release this cleanup as a pair of sites that will be posted as individual sites but will be awarded together. The contractor must bid each site in this pair individually, and two Contracts will be awarded to the Contractor with the lowest bid sum. Each individual site will have its own defined area of cleanup with its own monitor wells, SSTLs, incremental and final payments, etc. In addition, the entire area for both cleanups will have one SSTL for soil vapor concentration. The soil vapor SSTL will not be used for any portion of the contracts except the final payment. NDEQ has met with the City, and we have their support. Since many property owners will be involved and tight working conditions exist, these sites may present some unique challenges. The NDEQ Project Manager will help with access issues as much as possible. You may also want to review the Contract concerning property access issues and delays of that nature.

* The concentration over SSTLs is the figure used to calculate the 25,50 and 75% reduction payment levels.
** These monitor wells are at or below detection limits or calculated SSTLs. The levels of contamination for these wells are not included in the Plume Initial Concentration Total.

*These monitor wells are at or below SSTLs.

There will be a site-wide, soil-vapor SSTL for both sites. It will be exactly the same number for both sites, and NDEQ can sample anywhere within the cleanup area to verify the cleanup level has been met. The cleanup area is shown in the green shaded area on the Plume Division map below. The Benzene SSTL is 75.242 mg/m3 and is verified for final payment by direct push sampling methods. Benzene is the only COC that exceeds SSTLs for soil parameters.

Site Specifications:

1. This site (NE-029) is one half of the North Platte, two-site bid package (also including NE-028). A separate bid for each of these two sites must be submitted. The lowest total bid for both sites will be awarded the Contract.

2. This site file is very large with over 50 files and reports. You may want to be specific about what you would like to have copied or visit NDEQ to see the entire file before requesting copies.
