Site Summary:
White Star Oil sits in east central Nebraska on the geologic flood plain of Beaver Creek approximately 1,000 feet southwest of the river. The contamination at the site was first documented in 1991 during a tank removal. In 1994 the site was activated under the orphan tank program, and a Detailed Site Assessment (DSA) was performed at the site. The DSA report indicated that a large dissolved plume existed at the site as well as a large free product plume. The site was put on hold by the Department due to financial constraints until early 2002 when it was re-activated. Since then several new monitor wells have been installed to more completely define both types of plumes. The Department is requesting a bid for a dual purpose, free product and dissolved cleanup from one PFP Contractor at this site. As the free product covers 11 wells, levels of dissolved contamination under the free product plume will have to be assumed. The Department has made the decision that the dissolved level for Benzene shall be 30 mg/l for the monitor wells that contain free product. Benzene will be the only "driver" for this site for dissolved incremental payment levels. The SSTLs have been established for all constituents, but they will only be used for the final payment.

Site Specifications:
1. From the photos you can see that the entire area is concrete paved.
2. This is an operating service station/convenience store.
3. There will be several adjoining properties at this site that will be involved during the cleanup, including the Railroad. The owners' names, addresses and phone numbers are in the June 2, 2003 Terracon report.
4. NDEQ will split the total bid price 60/40 for the two parts of the Contract. 40% will be applied to the Free Product portion of the Contract and 60% to the dissolved part of the Contract. There is no change that will occur to the existing free product and dissolved contracts in the bid package. NDEQ will simply be incorporating both parts under one Contract, and the PFP Contractor will still have incremental cleanup goals for both parts as before. The PFP Contractor will also have complete freedom to work on both parts of the cleanup at the same time or one part of the Contract as he/she deems necessary.
5. The monitoring period for this site will be two years.
6. For bidding purposes, this site will have one "total cost" and one "time to cleanup" bid for the entire project.
