Site Summary:

The Brewster Oil site is located on the south side of O'Neill and about 1/2 mile north of the Elkhorn River. Subsurface materials will be primarily sand capped with sandy clay. This site has had a long history of releases that include USTs that were removed with holes, numerous ASTs that have had at least one release of over 1,000 gallons, large stockpiles of 55 gallon drums and skid tanks. The site property is split between the two owners listed above. Pat Cole is the owner of the portion of the property that overlays most of the contamination. Since the tanks have been removed, these properties are open, with the exception of one small building (see pictures).

Groundwater is about seven feet, making this site a good candidate for overexcavation followed by secondary remediation, if needed. The soils that have been observed at this site are saturated with petroleum, from surface to groundwater over the entire area. The site has both free product and dissolved contamination levels that exceed SSTLs.

Site Specifications:

1. If overexcavation is performed, Pat Cole would prefer that the small metal shed and concrete containment walls associated with the former ASTs be removed and disposed of during the overexcavation. Pat wants no money for the building. This will work out well for the Contractor because if the building is removed, it will allow complete access to all of the free product plume and most of the dissolved plume. If you are considering a soil land farm option, please contact Jeff Edwards or Brian Gorman in the Waste Compliance Unit at NDEQ.

2. Since both property owners are agreeable to overexcavation, the water drainage ditches that run through this site can be altered if needed to help the cleanup effort. If you consider changing the drainage route, speak with the property owners first. You will find that both owners will help you in anyway possible to complete this cleanup effort.

3. As with previous sites, NDEQ will split the total bid price 70/30 for the two parts of the Contract. The Contract language will be the same as usual except that 30% of the award amount will be applied to the Free Product portion of the Contract and 70% to the dissolved part of the Contract. NDEQ will simply be incorporating both parts under one Contract, and the PFP Contractor will still have incremental cleanup goals for both parts as before. The PFP Contractor will also have complete freedom to work on both parts of the cleanup at the same time or one part of the Contract as he/she deems necessary.

4. For bidding purposes, this site will have one "total cost" and one "time to cleanup" bid for the entire project.

5. The monitoring period for this Contract is one year.

6. The property owner to the south on each side of the "rails to trails" area is Nebraska Game and Parks.

7. You do not need to contact the owners before visiting the site.
