Site Summary:
Jaixen's Service was first reported to NDEQ on September 16, 1994, following of the removal of three underground storage tanks and an Environmental Site Assessment. Evidence of contamination was reported. In October of 2004, the site was placed on the priority list. The site came to the top of the priority list in 2005 and was activated. RDG Geoscience was assigned to do the investigation phase of the site assessment. This site is located in Platte Center, Nebraska, in the Loup River drainage basin. The Loup River is about six miles south of the property. Subsurface soils consist of silty clay to about 20 feet below surface. Groundwater was last reported at about 9 feet below surface.

This site exceeds SSTLs for soil vapor and water vapor concentrations. The area for remediation is marked on the map listed below (Soil Gas Conc Map.pdf), and will have an SSTL of 140 mg/m³ at the four foot depth below surface for the entire area indicated inside the red outline. There will also be an SSTL of 327 mg/m³ at just above the ground water level (about 8 feet below surface). This SSTL will not be applicable to the Contract until final sampling is performed. There is a three month monitoring period for vapors. Once the two SSTLs have been achieved and verified, the site can be closed and final payment made.

You may notice the Tier 2 vapor sampling results reported in the Tier 2 dated 6/16/2006 are much higher than the results shown above, which were reported a few months later. A clear explanation of why this happened is unknown. It may have been a calibration issue with the gas chromatograph. Because of this, the site will be resampled prior to contract award. Please remember, the Contract does address large changes in pre- and post-bid contamination levels, if that were to occur at this site.



Table 2. SSTLs:
Any sampling point within the area outlined in red on the map below (Soil Gas Conc Map.pdf) must be at or below 140 mg/m³ at a depth of four feet below ground level for final payment. An additional soil vapor SSTL of 327 mg/m³ at about the eight foot depth, anywhere inside the same red-boxed area must also be met for final payment. The interim payment levels are calculated solely for the four foot soil vapor levels, and they are as follows based on the above 10/25/2006 sampling levels: A 50% reduction level would be a total of 5,220 mg/m³ at four feet BGL for 11 sampling points. The 75% reduction level would be the total of 2,610 mg/m³ at four foot BGL for 11 sampling points. The number of sampling points will remain the same for the interim payments (and final payment) and that number is 11. For each sampling event, the 11 sampling points will be spread out to cover the entire red-boxed area. There will be no 25% reduction interim payment for this site.
