NOTICE OF INTENT TO ISSUE PERMIT #NE0204064


for the City of Alliance Construction and Demolition Waste Disposal Area
under consideration by the
Nebraska Department of Environment & Energy

PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environment & Energy (NDEE) has received an application to renew the permit for the City of Alliance Construction and Demolition Waste Disposal Area. After review of the permit application, a preliminary determination has been made to recommend issuance of the permit renewal. The term of the permit shall be OCTOBER 16, 2024, THROUGH OCTOBER 15, 2029.

FACILITY DESCRIPTION. The permit allows the operation of an existing Construction and Demolition Waste Disposal Area under Nebraska's solid waste management laws and regulations. The construction and demolition waste disposal area shall accept waste which results from land clearing, the demolition of buildings, roads, or other structures, including, but not limited to, fill materials, wood, land clearing debris other than yard waste, wall covering, drywall, plaster, non-asbestos insulation, roofing shingles, and other roof coverings, plumbing fixtures, glass, plastic, carpeting, electrical wiring, pipe, and metals.

FACILITY LOCATION. The property is located at 1439 E. Kansas Street, Alliance, NE. The legal description of the City of Alliance Construction and Demolition Waste Disposal Area is NW ¼ NW ¼ Section 2, Township 24 North, Range 48 West of the 6th Principal Meridian in Box Butte County, Nebraska.

OPPORTUNITY FOR PUBLIC COMMENT AND HEARING. The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit modification. Public comments and hearing requests shall be made to: Daniel LeMaistre, Waste Permit Section Supervisor, Nebraska Department of Environment & Energy, P.O. Box 98922, Lincoln, NE 68509-8922.

The NDEE will make a final decision to issue or deny the permit based on the permit application of the City of Alliance Construction and Demolition Waste Disposal Area, and public comment received. NDEE will notify the applicant and other interested persons.

COMMENT PERIOD. All comments or requests for a hearing must be postmarked by July 18, 2024.

Digital copies of the draft permit, legal notice and the administrative record are available online at http://dee.ne.gov/ , select "Public Records Search” at the bottom of the page then “Public Records Search” again. A box will appear that needs the following information “Start Date, enter October 10, 2023, End Date, enter July 19, 2024, DEQ Facility Number, enter 64148, DEQ Program ID, enter NE0204064, DEQ Program, enter IWM. Select “Search” and all the documents for that facility will appear. Use the “Index of Correspondence” to select the documents related to this public notice.
