NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for the City of Omaha Combined Sewer Overflows (CSO), 1819 Farnam St., Omaha, NE (NPDES# NE0133680; SIC 4952). The City of Omaha treats domestic wastewater in three separate wastewater treatment facilities (WWTF) two of which, the Missouri River WWTF and the Papillion Creek WWTF, receive combined wastewater. A portion of the collection system for both of these plants is a combined sewer system (CSS), which is designed to carry sanitary sewage and stormwater in single wastewater collection system. During dry weather, CSS flow is directed to the WWTF. In periods of rainfall or snowmelt, the total flow may exceed the capacity of the combined sewer system or the treatment facility. When this occurs the CSS is designed to overflow directly to the receiving waters. These overflow outfalls are referred to as Combined Sewer Overflows (CSOs). There are currently 26 CSOs existing in the Omaha combined sewer system plus an approved CSO related bypass discharge from the primary clarifiers at the Missouri River WWTF. There are currently 16 CSOs overflowing to the Missouri River and 10 CSOs overflowing to tributaries of Papillion Creek. The location of these CSO outfalls and the water body to which they discharge is identified in Part I of the draft permit. CSO outfalls exist on the Missouri River, Big Papillion Creek, Little Papillion Creek, Blood Creek, and Cole Creek. The proposed modification changes the CSO 205 completion schedule to December 31, 2023. Interim and final monitoring requirement dates have been changed. Also, the compliance schedule for implementation of CSO control projects is updated. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
