The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System (NPDES) permit for Green Plains, Inc. d.b.a Green Plains Central City, LLC, 214 20th St., Central City, NE (NPDES# NE0134261; SIC 2869). The dry grind fuel-grade ethanol manufacturing facility discharges non-process wastewater consisting of cooling tower blowdown, reverse osmosis concentrate, and water softener backwash through Outfall 001 to the Platte River, segment MP1-20000 in the Middle Platte River Basin. Outfall 003 is the discharge of process wastewater to land application sites. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
