NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System permit for Koch Fertilizer Beatrice, 21178 SW 89th Road., Beatrice, NE (NPDES# NE0000060; SIC 2873, 2813 and 2878), This facility manufactures nitrogenous fertilizer and urea ammonium nitrate (UAN) solution for wholesale purposes. Process, non-process, and sanitary wastewater are discharged from a three cell lagoon treatment system through Outfall 001 to the Big Blue River; Segment BB1-10000 of the Big Blue River Basin. The facility will be able to land apply through the use of best management practices and monitoring. Proposed permit modifications include limits for organic nitrogen being added with monthly monitoring and unit abbreviation and Storet code changes for E. coli to allow for flexibility with testing. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
