PROPOSED REMEDIAL ACTION DECISION
GRAND ISLAND DISPOSAL AREA

Notice is hereby given pursuant to Nebraska Title 118 - Ground Water Quality Standards and Use Classification, Chapter 11, that the Nebraska Department of Environment and Energy (NDEE) is proposing final cleanup levels and remedial action at the Grand Island Disposal Area, East Wildwood Drive and South Gunbarrel Road near Phillips, Nebraska. This proposed determination is in accordance with Title 118, Appendix A. The Grand Island Disposal Area is located in the Southeast ¼ of the Southeast ¼ of Section 1, Township 10 North, Range 9 West, Hall County, Nebraska.

The groundwater at this site has been contaminated as a result of a release from the landfill. The NDEE has assigned the groundwater pollution event at this site a Remedial Action Class one (RAC-1). RAC numbers are used to prioritize the groundwater pollution events with one (1) being the highest priority and three (3) being the lowest priority. The primary contaminants of concern detected in the groundwater are volatile organic compounds (VOCs). The proposed final cleanup levels in the groundwater are based on maximum contaminant levels (MCLs) established by Nebraska Title 118 – Groundwater Quality Standards and Use Classification, the Department’s Voluntary Cleanup Program (VCP) Remediation Goals (RGs), or EPA Regional Screening Levels for tap water. The NDEE is proposing the following remedial actions: landfill cap maintenance, long-term groundwater monitoring, institutional controls, and contingency actions such as providing clean drinking water to any affected person.

Any person may receive additional information, submit written comments regarding the proposed actions, or request a public hearing, in writing, on or before September 26, 2019. A request for hearing must state the nature of the issues to be raised and all arguments and factual grounds supporting such position. If the Director grants a public hearing, the hearing will be advertised by public notice at least 30 days prior to its occurrence. Comments and requests should be mailed to:

GRAND ISLAND DISPOSAL AREA

The Nebraska Department of Environment and Energy (NDEE) is providing public notice of its intent to propose final cleanup levels and remedial action at the Grand Island Disposal Area, East Wildwood Drive and South Gunbarrel Road, near Phillips, Nebraska. This fact sheet provides background information on the site, a summary of groundwater contamination, a description of the proposed remedial action, a description of the public participation procedures, and the NDEE contact person.

Site Location: The Grand Island Disposal Area is located at the intersection of East Wildwood Drive and South Gunbarrel Road near Phillips, Nebraska. The site covers an area of approximately 47.5 acres in the Southeast ¼ of the Southeast ¼ of Section 1, Township 10 North, Range 9 West, Hall County, Nebraska.

Groundwater Contamination: The groundwater at this site has been contaminated as a result of a release from the landfill. The primary contaminants of concern detected in the groundwater are volatile organic compounds (VOCs). The proposed final cleanup levels in the groundwater are based on maximum contaminant levels (MCLs) established by Nebraska Title 118 – Groundwater Quality Standards and Use Classification, the Department’s Voluntary Cleanup Program (VCP) Remediation Goals (RGs), or EPA Regional Screening Levels for tap water.

The nature and extent of the groundwater pollution occurrence was characterized by phased investigations and by the installation and long-term sampling of groundwater monitoring wells.

Contamination at the site has migrated approximately 250 feet downgradient (east and southeast) from the boundary of the disposal area. The water table at the site is encountered in unconsolidated layered Quaternary-age sand associated with the Platte River alluvial floodplain. The Quaternary deposits at the site are approximately 200 feet thick. Regionally, the Ogallala Formation underlies the Quaternary sediments. The Quaternary deposits lay directly over Late Cretaceous age bedrock, which consists of Pierre Shale Formation or Niobrara Formation, where the Ogallala Formation is absent. Most wells tap only the Quaternary deposits but some may top the underlying Ogallala Formation, where present (Keech and Dreeszen, 1964)1.

The potential exposure pathways are ingestion, dermal contact, and inhalation of contaminated groundwater. There are seven registered domestic water wells and 15 known or suspected, unregistered domestic water wells located within 2,000 feet of the source area of contamination. No contaminants were detected in samples collected from three domestic water wells located closest to and downgradient from the landfill.

Groundwater Remedial Action Class: The NDEE assigns a Remedial Action Class (RAC) to a groundwater contamination event to determine the importance of remedial action based, in part, on the use of the groundwater in the area (Title 118, Appendix A, Step 8). Groundwater that is being used as a public drinking water supply is assigned the highest remedial action class of RAC-1. The Department typically requires extensive cleanup of groundwater that is classified as RAC-1. When the use of groundwater in the area is more limited, the groundwater is assigned a remedial action class of RAC-2 or RAC-3. Generally, groundwater cleanup will be less extensive for these classifications.

The pollution event for this site has been classified as a RAC-1 due to the groundwater pollution occurrence being within 500 feet of a domestic well.

The NDEE is required to establish cleanup levels for all contaminants that have been detected at the landfill. The proposed final cleanup levels are listed in Table 1.

Proposed Remedial Actions: The NDEE is proposing the following remedial actions: landfill cap maintenance, long-term groundwater monitoring, institutional controls, and contingency actions such as providing clean drinking water to any affected person.

Landfill cap maintenance is a presumptive remedy that inhibits the formation of leachate and includes covering exposed waste, establishing adequate drainage and vegetation, and maintaining vegetation. Long-term groundwater monitoring, which will include installation of new monitoring wells and sampling of domestic water wells near the landfill, will assure early detection of any significant changes and demonstrate achievement of final cleanup levels within a reasonable period of time. Institutional controls will include annually assessing whether new wells, which would need to be included in the long-term groundwater monitoring plan, have been installed near the landfill. Contingency actions, including providing clean drinking water to any person whose potable water source may have been damaged by the contamination, may be necessary.

Public Participation Procedures: You may receive additional information, submit written comments regarding the proposed actions, or request a hearing, in writing, on or before September 26, 2019. If you request a hearing, you must state the nature of the issues to be raised, present your arguments, and provide facts to support your position in writing to the Department. If the Director grants a public hearing, the hearing will be advertised by public notice at least 30 days prior to its occurrence.
