The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for the City of Omaha Combined Sewer Overflows (CSO), 1819 Farnam St., Omaha, NE (NPDES# NE0133680; SIC 4952). The City of Omaha wastewater treatment service and collection system is a publicly owned utility, which receives and treats domestic wastewater. The collection system in some sections of the City of Omaha is combined so that both sanitary wastewater and stormwater runoff share a common conveyance and outfall. During wet weather events, such as rainfall or snowmelt, total flow may exceed the capacity of the collection system or treatment facility. When this occurs, the CSO outfalls overflow directly to the receiving streams. CSO outfalls exist on the Missouri River, Big Papillion Creek, Little Papillion Creek, Cole Creek, and Blood Creek, all in the Missouri Tributaries River Basin. Modifications include various effective date and due date changes. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
