Notice is given to the public according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations - that the Director of the Nebraska Department of Environmental Quality (NDEQ) is proposing to issue a General Construction Permit for Surface Coating Operations (SRFCOAT). Any applicant with a qualifying surface coating facility willing to comply with the requirements of this permit is eligible for coverage.
The maximum anticipated increase in emissions of air contaminants due to the construction of each proposed surface coating facility granted coverage under these permits will be 18.01 tons per year (tpy) of Particulate Matter (PM), 12.28 tpy of PM 10 microns or smaller (PM10), 10.10 tpy of PM 2.5 microns or smaller (PM2.5), 2.29 tpy of Sulfur Dioxide (SO2), 6.35 tpy of Oxides of Nitrogen (NOx), 3.61 tpy of Carbon Monoxide (CO), 49.88 tpy of Volatile Organic Compounds (VOC), 2.45 tpy of individual Hazardous Air Pollutants (HAP), and 9.92 tpy of total HAP.
All Counties in Nebraska meet the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and are expected to continue in that status. There are no Counties classified as being in non-attainment with the State Total Reduced Sulfur (TRS) standards and TRS emissions are not expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The NDEQ proposes to issue this permit based on Title 129 with specific conditions which include the required use of PM emission control devices, limit VOC and HAP emissions, limit powder coating and abrasive blasting usage, limit types and sizes of combustion devices that may be used at the facility, and specify recordkeeping and reporting requirements.
The proposed permit and supporting materials are available for inspection by the public Saturday, October 21, 2017 through Tuesday, November 21, 2017 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Persons may submit written comments relative to the issuance of the proposed permit and comments received during the comment period identified above will be considered prior to the final decision. During the comment period the applicant, or any interested person or group of persons, may also request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting such position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
