Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit for City of Fremont/Department of Utilities (FID 48534), a wastewater treatment plant, to construct additional wastewater treatment equipment and equipment to treat biogas produced from the treatment of wastewater (Standard Industrial Classification code 4952) located at 6325 E. Morning Side Road, Fremont, Dodge County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 3.10 tpy of Particulate Matter (PM); 2.80 tpy of PM ≤ 10 microns (PM10); 2.41 tpy of PM ≤ 2.5 microns (PM2.5); 185.88 tpy Sulfur Dioxides (SO2); 15.08 tpy Nitrogen Oxides (NOx); 68.10 tpy Carbon Monoxide (CO); -2.43 tpy Volatile Organic Compounds (VOC); 0.20 tpy total Hazardous Air Pollutants (HAPs); and 0.40 tpy Total Reduced Sulfur (TRS).

Dodge County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Dodge County meets the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which allows the construction of anaerobic lagoons, an anaerobic digester, and biogas capturing and treatment equipment. The permit specifies required control equipment, emissions limitations and requirements for performance testing, operations, monitoring, recordkeeping and reporting.

The proposed permit and supporting materials are available Tuesday, May 15, 2018 through Thursday, June 14, 2018 at the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
