Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit to Valmont Industries, Inc. (FID# 57476) for a Fabricated Structural Metal Manufacturing (SIC 3411) and farm machinery and equipment (SIC 3523) manufacturing operation located at 28800 Ida Street, Valley, Douglas County, Nebraska .The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 98.68 tpy of Particulate Matter (PM), 98.68 tpy of PM ≤ 10 microns (PM10), 98.68 tpy PM ≤ 2.5 microns (PM2.5), 0.51 tpy Sulfur Dioxide, 99.53 tpy Oxides of Nitrogen, 62.70 tpy Carbon Monoxide, 90.69 tpy Volatile Organic Compounds, 7.72 tpy of Xylenes (largest quantity individual Hazardous Air Pollutant (HAP), 1.36 tpy n-Hexane, 1.87 tpy Ethylbenzene, 1.35 tpy MIBK, and 18.66 tpy total HAPs, and 88,383 tpy Greenhouse Gases CO2 equivalents (CO2e).

Douglas County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Douglas County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes the limitation of liquid paint throughput to 100,000 lbs/year, limitation of PM10 for the painting operations to less than 50 tons/year, the limitation of any individual HAPs from the painting operations to less than 7.5 tons/year, the combined HAPs from the painting operations to less than 13 tons/year, the limitation of the hours of operation to 100 hours per year for each internal combustion engine, the limitation of the hours of operation for the cutting operations; establishes operating and monitoring requirements for the galvanizing kettles, paint booths, and combustion equipment; and requires detailed recordkeeping and reporting.

The proposed permit and supporting materials are available for inspection by the public February 1, 2019 through March 4, 2019 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
