NOTICE OF INTENT TO RENEW AND MODIFY PERMIT #NE0121282
for City of Alliance Municipal Solid Waste Landfill
under consideration by the
Nebraska Department of Environmental Quality

PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environmental Quality (NDEQ) has received an application to renew and modify the permit for the City of Alliance Municipal Solid Waste Landfill, P.O. Box D, Alliance, NE 69301. After review of the permit application, a preliminary determination has been made to recommend renewal and modification of the permit. The term of the permit shall be August 16, 2017 through August 15, 2022.

FACILITY DESCRIPTION. The permit allows the operation of an existing municipal solid waste landfill under Nebraska's solid waste management laws and regulations. The landfill shall receive household waste, alone or in combination with other types of wastes such as commercial solid waste, industrial waste, nonhazardous sludge, or conditionally exempt small quantity generator waste, and which is not a land application unit, surface impoundment, injection well, or waste pit.

MAJOR MODIFICATION. The major modification is a vertical expansion which increases the permitted waste boundary by increasing side slopes and increasing the overall maximum permitted height of the landfill. The vertical expansion includes increasing the side slope from 5:1 (20%) to 3:1 (33%) and increasing the peak height from 3996 feet above mean sea level to 4049 feet above mean sea level. These changes increase airspace by approximately 663,882 cubic yards. Based on current tonnage receipts and an updated filling rate, the vertical expansion increases site life by 37 years.

FACILITY LOCATION. The property is located at 1439 E Kansas Street, Alliance, NE. The legal description of Alliance Municipal Solid Waste Landfill is the SE ¼ NW ¼ Section 2 Township 24 North Range 48 West of the 6th Principal Meridian Box Butte County Nebraska.

OPPORTUNITY FOR PUBLIC COMMENT AND HEARING. The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit renewal. The NDEQ will make a final decision to approve or deny the permit request based on the permit application, the compliance status of City of Alliance Municipal Solid Waste Landfill, and public comment received. NDEQ will publish notice of the final decision and notify the applicant and other interested persons.

COMMENT PERIOD. All comments or requests for a hearing must be postmarked by June 16, 2017.
