PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, for a Class II Operating Permit for City of Sidney Light Plant (FID#56905) for two (2) dual fuel internal combustion engines and one (1) diesel fuel internal combustion engine for electric power generation, transmission, or distribution (Standard Industrial Classification code 4911) located at 801 11th Avenue in the city of Sidney, Cheyenne County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 1.90 tpy of Particulate Matter (PM), 1.75 tpy of PM ≤ 10 microns (PM10), 1.70 tpy PM ≤ 2.5 microns (PM2.5), 0.05 tpy Sulfur Dioxide, 98 tpy Oxides of Nitrogen, 35.53 tpy Carbon Monoxide, 6.13 tpy Volatile Organic Compounds, 1.69 tpy of Formaldehyde (largest quantity individual Hazardous Air Pollutant (HAP), 2.44 tpy total HAPs, and 5,008.65 tpy Greenhouse Gases CO2 equivalents (CO2e).

Cheyenne County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Cheyenne County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II Operating Permit with specific conditions, based on Title 129, which authorizes limiting NOx emissions to 98 tpy; limiting the kWh generated to 6,456,901kWh in any 12 consecutive month period; restricting fuel usage to diesel fuel or dual fuel; and requiring recordkeeping and reporting.:

The proposed permit and supporting materials are available for inspection by the public Wednesday April 19, 2017 through Friday April 19, 2017 at the Sidney Public Library, at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
