NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System/Nebraska Pretreatment Program (NPDES/NPP) permit to the City of Hastings/Public Power Generation Agency, 1228 N. Denver Ave., Hastings, NE for the Whelan Energy Center, 4520 E. South St., Hastings, NE (NPDES/NPP# NE0113506; SIC 4911). The coal fired, steam electric generating station discharges wastewater from cooling tower blowdown, noncontact cooling water, coal pile runoff and low volume waste. External Outfall 001discharges to Pawnee Creek, segment LB2-30100 in the Little Blue River Basin. External Outfall 002 discharges to the West Fork of the Big Blue River, segment BB3-30000 of the Big Blue River Basin. Pretreatment Outfalls discharge to the City of Hastings sanitary sewer system. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
