Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Lindsay Manufacturing, LLC (FID 53676) for the construction of an additional paint booth and air heater (Standard Industrial Classification code 3523) located at 214 E. 2nd Street, Lindsay, Platte County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed paint booth operations at this facility will be: 3.35 tpy of Particulate Matter (PM); 3.35 tpy of PM ≤ 10 microns (PM10); 3.35 tpy PM ≤ 2.5 microns (PM2.5); 1.70E-03 tpy Sulfur Dioxide; 0.49 tpy Oxides of Nitrogen; 0.41 tpy Carbon Monoxide; 0.48 tpy of any single HAP; and 1.77 tpy total HAPs.

Platte County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Platte County meets the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.



The Department proposes to issue a construction permit with specific conditions, based on Title 129, which approves the construction of an additional paint booth with a natural gas fueled heater rated at 1.1 MMBtu/yr. The new paint booth uses a different method for coatings than existing paint booths and will not increase the limit on the amount of volatile organic compounds (VOC) or hazardous air pollutants (HAP) that are emitted by the paint booth area.

The proposed permit and supporting materials are available Tuesday, August 6, 2019 through Thursday, September 5, 2019 at the NDEE, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
