PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit to Offutt Air Force Base (FID #58390) a military training establishment (Standard Industrial Classification code 9711) located at 205 Looking Glass Avenue, STE 121, Sarpy County, Nebraska 68113. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 82.76 tpy of Particulate Matter (PM), 63.32 tpy of PM ≤ 10 microns (PM10), 51.81 tpy PM ≤ 2.5 microns (PM2.5), 11.07 tpy Sulfur Dioxide, < 100 tpy Oxides of Nitrogen, < 100 tpy Carbon Monoxide, 50.58 tpy Volatile Organic Compounds, 0.548 tpy of Hexane (largest quantity individual Hazardous Air Pollutant (HAP), 1.61 tpy total HAPs, and 66,082.40 tpy Greenhouse Gases CO2 equivalents (CO2e).

Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Sarpy County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes the limitation of criteria pollutant emissions from the facility to less than 100 tpy; limit HAP emissions from the facility to less than 2.5 tons per year of a single HAP and less than 10 tons per year of total HAP; limit the type of fuels and the sulfur content of fuels used in combustion sources; limit fuel consumption or operating hours of combustion sources; require the source to comply with the New Source Performance Standard (NSPS) in 40 CFR 60, Subparts A, K, Ka, IIII and BBBBBB; require the source to comply with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) in 40 CFR 63, Subparts A, ZZZZ, CCCCCC and JJJJJJ; limit VOC and HAP from surface coating; limit the throughput to storage tanks; and require recordkeeping to document compliance with the permit conditions.

The proposed permit and supporting materials are available for inspection by the public December 26, 2018 through January 26, 2019 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
