Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit to Mid America Agri Products/Wheatland LLC (FID# 84220) for an anhydrous ethanol and biodiesel manufacturing plant (Standard Industrial Classification code 2869) located at 76080 County Road 338, Madrid, Perkins County, Nebraska 69150. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 32.46 tpy of Particulate Matter (PM), 22.37 tpy of PM ≤ 10 microns (PM10), 13.76 tpy PM ≤ 2.5 microns (PM2.5), 0.71 tpy Sulfur Dioxide, 40.31 tpy Oxides of Nitrogen, 34.37 tpy Carbon Monoxide, 99.06 tpy Volatile Organic Compounds, < 10.0 tpy of Acetaldehyde (largest quantity individual Hazardous Air Pollutant (HAP), 0.13 tpy of Acrolein, 5.22 tpy of Methanol, < 25.0 tpy total HAPs, and 288, 559 tpy Greenhouse Gases CO2 equivalents (CO2e).
Perkins County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Perkins County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes to Limit facility-wide HAP emissions to less than 10 tons/year for each individual HAP and less than 25 tons/year for all combined HAPs; Require control technology to limit emissions from various pieces of production equipment; Specify testing requirements for fermentation scrubber to demonstrate VOC and HAP compliance; Specify various requirements from Federal NSPS and NESHAP rules; Specify inspection, operation, maintenance, and monitoring requirements; and Specify recordkeeping and reporting requirements.
The proposed permit and supporting materials are available for inspection by the public April 18, 2018 through May 21, 2018 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
