PROPOSED REMEDIAL ACTION DECISION

Notice is hereby given pursuant to Neb. Rev. Stat. § 81-15, 185.01 that the Nebraska Department of Environmental Quality (NDEQ) is proposing approval of the Remedial Action Plan (RAP) at the former Farmland Industries, Inc. UAN terminal south of Doniphan, NE at 2070 W Binfield Rd. The site is located in the SE ¼ of the SE ¼ of Section 12, Township 9 North, Range 10 West, Hall County, Nebraska.
Soil and groundwater at the Site are contaminated with nitrate and ammonia due to a release from a lined pit that once contained UAN (Urea Ammonium Nitrate). Previous remedial action at the site involved pumping of groundwater that removed an estimated 361,000 pounds of nitrogen from groundwater beneath the site since pumping began in 1990. The RAP proposes the following remedial action: continued removal of contaminated groundwater with the existing and an additional recovery well, maintain a physical barrier above the former UAN pit, establish an environmental covenant to maintain the barrier and to prevent on-site drinking water use, and continued groundwater monitoring.
Any person may receive additional information, submit written comments regarding the proposed actions, or request a public hearing, in writing, on or before May 28, 2019. A request for a hearing must state the nature of the issues to be raised and all arguments and factual grounds supporting such position. If the Director grants a public hearing, the hearing will be advertised by public notice at least 30 days prior to its occurrence. Comments and requests should be mailed to:
