NOTICE OF PERMIT ISSUANCE
The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change a National Pollutant Discharge Elimination System permit to City of Nebraska City Utilities Power Plant - Original Power Plant, 100 Central Avenue, Nebraska City, NE (NPDES #NE0133311; SIC 4911), a municipally owned peaking electrical plant that generates electricity directly using either diesel or natural gas as fuel. Wastewater from an oil/water separator is discharged through Outfall 001 to the Missouri River, segment NE1-10000 of the Nemaha River Basin. The discharges are infrequent and the separator has been installed as part of the plant’s spill prevention control and countermeasures plan. Oil is not a routine component of the effluent and no solid waste or sludge is generated. Any waste oil is recovered in the oil/water separator and is recycled off-site. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
