NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for the City of Omaha Combined Sewer Overflows (CSO), 1819 Farnam Street, Omaha, NE (NPDES# NE0133680; SIC 4952). The City of Omaha wastewater treatment service and collection system is a publicly owned utility, which receives and treats domestic and industrial wastewater. The collection system in some sections of the City of Omaha is combined so that both sanitary wastewater and stormwater runoff share a common conveyance and outfall. A combined sewer overflow (CSO) is the discharge from a combined sewer system (CSS), during a wet weather event, at a point prior to the publicly owned treatment works (POTW). CSO outfalls overflow directly to the receiving streams. CSO outfalls exist on the Missouri River, Blood Creek to Big Papillion Creek, Little Papillion Creek, and Cole Creek, all in the Missouri Tributaries River Basin. Modifications include updates to the compliance schedule for Outfall 102, electronic reporting requirements updates, formatting updates, and updates to Appendix A. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. Written comments, objections, and/or hearing requests concerning permit issuance may be submitted to NPDES and State Permits Section, Nebraska Department of Environment and Energy, PO Box 98922, Lincoln, NE 68509-8922; before the comment period ending date of December 21, 2022. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
