NOTICE OF INTENT TO CONDUCT A PUBLIC HEARING FOR PERMIT #NE0204641
O’Neill Wood Resources Construction & Demolition Waste Disposal Area
Nebraska Department of Environmental Quality

PUBLIC NOTICE was given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environmental Quality (NDEQ) received an application from O’Neill Wood Resources, LLC to operate a new construction and demolition disposal area in Alda, NE. After review of the permit application, a preliminary determination was made to recommend issuance of the permit.

PUBLIC HEARING. The Nebraska Department of Environmental quality has received a request for a public hearing and has determined that the request is valid. The public hearing will be held on April 25, 2018 at the Hall County Extension Office, 3180 W US Highway 34, Grand Island, NE starting at 7:00 P.M. A public information session will be held at the same location from 4:30 P.M. to 6:00 P.M. The public information session is an open forum and the public is invited to come and visit with the Nebraska Department of Environmental quality staff about concerns with the proposed disposal area.

After the public hearing, a responsiveness summary will be prepared addressing the applicable concerns and mailed to interested citizens. At this point, the NDEQ Director will make a final decision. The applicant and interested parties will be notified of the decision. A petition for a contested case may be filed within thirty (30) days of the Director’s decision in accordance with the provisions of Title 115 of the Nebraska Administrative Code.

FACILITY DESCRIPTION. The permit allows the operation of a construction and demolition waste disposal area under Nebraska's solid waste management laws and regulations. The construction and demolition waste disposal area shall accept waste which results from land clearing, the demolition of buildings, roads, or other structures, including, but not limited to, fill materials, wood, land clearing debris other than yard waste, wall covering, drywall, plaster, non-asbestos insulation, roofing shingles and other roof coverings, plumbing fixtures, glass, plastic, carpeting, electrical wiring, pipe, and metals.

FACILITY LOCATION. The property is located 3 ¼ miles north of Alda on Highway 24. It’s on the west side of Highway 24, just north of the railroad tracks. The legal description of O’Neill Wood Resources Construction & Demolition Waste Disposal Area is the SE ¼ Section 18 Township 11 North Range 10 West of the 6th Principal Meridian Hall County, Nebraska.

Copies of the draft permit, legal notice and administrative record are available at the Grand Island Public Library, 211 N Washington, Grand Island, NE; at the NDEQ Grand Island Field Office, 215 Kaufman Ave., Grand Island, NE; and at the Lincoln headquarters of the NDEQ, 1200 N Street, Suite 400, The Atrium, Lincoln, NE between 8:00 a.m. and 5:00 p.m. on weekdays.
