PROPOSED REMEDIAL ACTION DECISION
CLOSED ALLIANCE LANDFILL

Notice is hereby given pursuant to Nebraska Title 118 – Ground Water Quality Standards and Use Classification Chapter 11, that the Nebraska Department of Environmental Quality (NDEQ) is proposing final cleanup levels and remedial action at the Closed Alliance Landfill, 1439 East Kansas Street, Alliance, Nebraska. This proposed determination is in accordance with Title 118, Appendix A. The Closed Alliance Landfill is located in the Northwest ¼, Section 2, Township 24 North, Range 48 West, Box Butte County, Nebraska.

The groundwater at this site has been contaminated as a result of a release from the landfill. The NDEQ has assigned the groundwater pollution event at this site a Remedial Action Class one (RAC-1). RAC numbers are used to prioritize the groundwater pollution events with one (1) being the highest priority and three (3) being the lowest priority. The proposed final cleanup levels in the groundwater are shown in Table 1. The NDEQ is proposing the following remedial actions: landfill cap maintenance, active measures to reduce high groundwater contaminant concentrations, installation of additional monitoring wells, long-term groundwater monitoring, institutional controls, and contingency actions such as providing clean drinking water to any affected person.

CLOSED ALLIANCE LANDFILL

The Nebraska Department of Environmental Quality (NDEQ) is providing public notice of its intent to propose final cleanup levels and remedial action at the Closed Alliance Landfill, 1439 East Kansas Street, Alliance, Nebraska. This fact sheet provides background information on the site, a summary of groundwater contamination, a description of the proposed remedial action, a description of the public participation procedures, and the NDEQ contact person.

Site Location: The Closed Alliance Landfill is located at 1439 East Kansas Street in the southeast portion of town. The site covers an area of approximately 38 acres in the Northwest ¼ of Section 2, Township 24 North, Range 48 West, Box Butte County, Nebraska.

Groundwater Contamination: The groundwater at this site has been contaminated as a result of a release from the landfill. The primary contaminants of concern detected in the groundwater are volatile organic compounds (VOCs). The NDEQ compared contaminant concentrations detected in the groundwater to maximum contaminant levels (MCLs) and the Department’s Voluntary Cleanup Program (VCP) Remediation Goals (RGs) for tap water to determine the significance of the contamination. MCLs are established by Nebraska Title 118 – Groundwater Quality Standards and Use Classification.

The nature and extent of the groundwater pollution occurrence was characterized by phased investigations and by the installation and long-term sampling of groundwater monitoring wells.

Contamination at the site has migrated approximately 1,700 feet downgradient (northeast) from the northeastern corner of the closed landfill. The water table at the site is encountered in the Ogallala Formation sands which extend from beneath the topsoil to approximately 200 feet below ground surface. The Arikaree Formation underlies the Ogallala sands to a depth of approximately 475 feet below ground surface. Regionally, both the Ogallala and Arikaree aquifers area used as public and private water sources.

The main exposure pathway at the site would be ingestion of contaminated groundwater; however, there are no registered drinking water wells located within 2,000 feet of the area of contamination. One registered commercial well is located approximately 650 feet downgradient from the northeast corner of the closed landfill.

Groundwater Remedial Action Class: The NDEQ assigns a Remedial Action Class (RAC) to a groundwater contamination event to determine the importance of remedial action based, in part, on the use of the groundwater in the area (Title 118, Appendix A, Step 8). Groundwater that is being used as a public drinking water supply is assigned the highest remedial action class of
RAC-1. The Department typically requires extensive cleanup of groundwater that is classified as RAC-1. When the use of groundwater in the area is more limited, the groundwater is assigned a remedial action class of RAC-2 or RAC-3. Generally, groundwater cleanup will be less extensive for these classifications.

The pollution event for this site has been classified as a RAC-1 due to the location of the Alliance Landfill and downgradient groundwater contaminant plume being situated within the Alliance Wellhead Protection Area, thus it represents groundwater intended to be used in a drinking water supply.

The NDEQ is required to establish cleanup levels for all VOCs that have been detected at the landfill and have exceeded the proposed final cleanup levels. The proposed final cleanup levels are listed in Table 1.

Proposed Remedial Actions: The NDEQ is proposing the following remedial actions: landfill cap maintenance, active measures to reduce high groundwater contaminant concentrations, installation of additional monitoring wells, long-term groundwater monitoring, institutional controls, and contingency actions such as providing clean drinking water to any affected person.

Landfill cap maintenance is a presumptive remedy that inhibits the formation of leachate. Long-term groundwater monitoring will assure early detection of any significant changes in groundwater conditions and demonstrate achievement of final cleanup levels within a reasonable period of time. Institutional controls prevent human exposure to groundwater contamination by prohibiting the installation of domestic water wells in the vicinity of the area of contamination. Contingency actions, including providing clean drinking water to any person whose potable water source may have been damaged by the contamination, may be necessary. An active remedial action, such as chemical oxidant or bioremediation injections in the area of highest contamination, may be necessary to shorten the time required to achieve cleanup levels to within the 20-year timeframe outlined in Title 118, Appendix A, Step 8.
