NOTICE OF PERMIT ISSUANCE
The Nebraska Department of Environmental Quality (NDEQ) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for Matheson Tri-Gas Norfolk ASU, 3305 North Eastwood Street, Norfolk, NE (NPDES# NE0139483; SIC 2813), an air separation plant that manufactures liquid oxygen, liquid nitrogen, and liquid argon which discharges cooling tower blowdown through Outfall 001 to an undesignated tributary of Spring Creek, Segment EL3-10100, in the Elkhorn River Basin. Additional intake water from groundwater is being added to the cooling tower water and chemical additions include sodium bisulfate to treat chlorine. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
