The Nebraska Department of Environmental Quality (NDEQ) proposes to modify the National Pollutant Discharge Elimination System/Nebraska Pretreatment Program (NPDES/NPP) permit to Green Plains York, LLC, 1414 Road O, York, NE (NPDES/NPP NE0131539; SIC 2869). The facility is a fuel-grade ethanol plant which also produces wet distiller’s grain, dry distiller’s grain, carbon dioxide, and corn oil. Outfall 001 and Outfall 005 discharge to Beaver Creek, segment BB3-10400 of the Big Blue River Basin via the City of York publically owned treatment works. The modification of the permit would allow the facility to discharge non-process wastewater solids through Outfall 006 to a wetland in the Big Blue River Basin. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
