NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for Omaha Public Power District (OPPD)North Omaha Station, 7475 Pershing Dr., Omaha, NE (NPDES#NE0000621; SIC 4911). The fossil fuel steam electric power station has a net generating capacity of approximately 653 megawatts of power from steam turbine generators that are driven by heated water produced by the combustion of fossil fuel in conventional boilers. Pass through cooling water from the Missouri River used to provide cooling for the steam condensers is discharged through Outfall 001 to the Missouri River; segment MT1-10000 of the Missouri Tributaries River Basin. The modification reduces the two process water ponds to one which receive wastestreams from internal Outfalls S01, S02, S03, M01, M02, M03, M04, M05, C01, R01, and SW1 and discharge through Outfall 008. The second pond will now receive stormwater drainage for the coal combustion residual landfill drainage system and will discharge through a new Outfall CL1 to the Missouri River if required. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
