The Nebraska Department of Environment and Energy (NDEE) is providing notice of intent to renew a Resource Conservation and Recovery Act (RCRA) permit to Offutt Air Force Base (AFB) for a hazardous waste storage permit for corrective actions at the facility. The facility is located generally in Sections 2, 11, 12 of Township 13 North, Range 13 East of the 6th P.M., in Sarpy County, Nebraska (106 Peacekeeper Drive), Offutt AFB, Nebraska, having the coordinates 41° 06’ 40” north latitude, 95° 54’ 50” west longitude.

Military operations at Offutt Air Force Base have resulted in releases of hazardous wastes and/or constituents that have produced local environmental impacts at the facility. The major areas of impact include the Building 301 area, Hardfill 2 composite area, Fire Protection Training Area 3, Landfill 4, Landfill 4 Trench Area, Landfill 5, Old Jet Engine Test Stand area, Skeet and Trap Range, and the Golf Course Drum Site. The major contaminants of concern in each of these areas are chlorinated solvents (primarily trichlorethylene [TCE]) or their degradation products, which include 1,1 dichloroethene (DCE), 1,2-DCE, and vinyl chloride (VC). These contaminants occur as both soil and groundwater contamination in these areas. Fuel-related contaminants such as benzene, toluene, ethylbenzene and xylene (BTEX) have also been detected in significant concentrations in some of these areas. This permit renewal will continue the existing selected remedies that are designed to address contaminant releases at individual areas, along with Land Use Control (LUC) requirements specific to those remedies.

The permit public comment period is scheduled to begin on Friday, August 7, 2020 and end on Sunday, September 20, 2020. EPA’s existing RCRA Part II Permit will expire on September 16, 2020. In accordance with Title 40 Code of Federal Regulations §270.51(d) EPA’s Permit will remain in effect until the effective date of this new Permit issued by the NDEE.

A box will appear that needs the following information “DEQ Facility Number, enter 58390, DEQ Program, enter RCR”. Select “Search” and documents for this permitted facility will appear.

The public may submit written comments and may request a public hearing related to this permit renewal action. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the permit action.
