NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System permit for Koch Fertilizer Beatrice, 21178 SW 89th Road., Beatrice, NE (NPDES# NE0000060; SIC 2873, 2813 and 2878), a nitrogenous fertilizer manufacturing facility. The treatment facility consists of three cell lagoon system. A third party, Continental Carbonic Products, Inc., discharges cooling tower water and blowdown, sanitary wastewater, and sanitizing operation water to the Koch treatment system. Treated effluent is discharged through Outfall 001 to the Big Blue River; segment BB1-10000 of the Big Blue River Basin. The facility will be able to land apply through the use of best management practices and monitoring. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
