NOTICE OF PERMIT ISSUANCE
The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination (NPDES) permit to Green Plains, Inc. d/b/a Green Plains Wood River, LLC, 7874 S. 140th Rd., Wood River, NE (NPDES# NE0137715; SIC 2869). The fuel-grade ethanol plant discharges non-process wastewater through Outfall 001 to the Wood River, segment MP2-10200 in the Middle Platte River Basin. Sanitary wastewaters are discharged to the Wood River POTW. Process wastewater from the production of ethanol cannot be discharged to the surface waters of the state. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
