NOTICE OF PERMIT ISSUANCE
The Nebraska Department of Environment and Energy (NDEE) proposes to issue a new National Pollutant Discharge Elimination System/Nebraska Pretreatment Program (NPDES/NPP) permit to SFD OPCO, LLC dba Petsource by Scoular, 1801 Pine Street, Seward, NE. (NPP# NE0139696; SIC 2013). The facility is a freeze-dried pet food product manufacturer. Process wastewater is discharged through Outfall 001 to Plum Creek; Segment BB4-20600 in the Big Blue River Basin, via the City of Seward Wastewater Treatment Facility. Non-process wastewater discharges through Outfall 002 to an undesignated tributary of the Big Blue River in the Big Blue Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
