Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Wholestone Farms LLC (FID 9662) for the addition of three boilers and a blood dryer to an existing meat packing plant (Standard Industrial Classification code 2011) located at 900 South Platte Avenue, Fremont, Dodge County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction of this new equipment will be: 10.10 tpy of Particulate Matter (PM); 9.93 tpy of PM ≤ 10 microns (PM10); -240.87 tons of Sulfur Dioxide (SO2); -32.14 tpy of Oxides of Nitrogen (NOx); 10.90 tpy of Carbon Monoxide (CO); 0.71 tpy of Volatile Organic Compounds (VOC); -1.02 tpy of Hazardous Air Pollutants (HAP); and 0.25 tpy of the HAP Hexane.

Dodge County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which adds three additional boilers, creating a Prevention of Significant Deterioration (PSD) nested source, and a blood dryer.

The proposed permit and supporting materials are available Friday, July 15, 2022 through Monday, August 15, 2022 at the NDEE, 245 Fallbrook Blvd., Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
