NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System/Nebraska Pretreatment Program (NPDES/NPP) permit to WholeStone Farms Cooperative, Inc., 900 S. Platte Ave., Fremont, NE (NPDES/NPP #NE0001368; SIC 2011). This facility is a meat packing and swine slaughtering plant. Modifications include changing limits for BOD, TSS, TKN, total phosphorus, and oil and grease for Outfall 003; a compliance schedule is set forth in the permit; and correct footnotes and abbreviations for pollutants have been added. Process wastewater discharges through Outfall 003 to the Elkhorn River, Segment EL1-10000 in the Elkhorn River Basin, via the City of Fremont WWTF. Non-process wastewater discharges through Outfall 004 to an undesignated tributary of the Platte River, Segment LP1-20000 in the Lower Platte River Basin. The permit modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
