NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, the National Pollutant Discharge Elimination System (NPDES) permit for the Lincoln Electric System Rokeby Generating Station, 8000 SW 12th Street, Lincoln, NE (NPDES# NE0123935; SIC 4911). The facility is a combustion turbine powered electrical generating station that provides electricity during periods of peak demand. Wastewater discharges through Outfalls 002, 003, 004, 007, 008, and 010 to Cardwell Branch, Segment LP2-30100 in the Lower Platte River Basin. These include discharges of condensate from three turbine air intake coolers, cooling water, cooling water blowdown, RO reject water, sanitary waste and floor drain wastewater. Outfalls 005, 006, and 009 were removed from the permit and combined into one new outfall, Outfall 010, since they combine at a single point prior to discharging into Cardwell Branch. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. Written comments, objections, and/or hearing requests concerning permit issuance may be submitted to NPDES and State Permits Section, Nebraska Department of Environment and Energy, PO Box 98922, Lincoln, NE 68509-8922, before the comment period ending date of August 21, 2022. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
