NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue with change the National Pollutant Discharge Elimination System (NPDES) permit to Cargill Incorporated d/b/a Cargill Corn Milling North America-Blair, 650 Industrial Park Way, Blair, NE (NPDES# NE0131334; SIC 2046 and 2869). The facility processes corn to produce ethanol, corn oil, SEM (solvent extracted meal), and cattle feed. The facility also treats and discharges wastewater from other facilities that produce lactic acid, lysine, polymers, enzymes, and various polyols. Process and non-process wastewater are discharged from a mechanical treatment system through Outfall 001 to the Missouri River, Segment MT1-10000 in the Missouri Tributaries River Basin. Non-contact cooling tower blowdown is discharged through Outfall 002 and Outfall 003 to Fish Creek, an undesignated tributary to the Missouri River, Segment MT1-10000 in the Missouri Tributaries River Basin via a storm sewer with a settling pond. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.
